The Copenhagen climate-change negotiations need to address four major issues.

The first is whether to merge the two current tracks of talks into a single stream. The second is to negotiate targets for reducing emissions of greenhouse gases.

Third is the question of transferring technology and funding to developing nations. And fourth are the mitigation and adaptation actions of developing countries.
